In an era of intensifying terrorist attacks and ethnic conflicts, militarized mecha-armor came into the widespread use. As organized crime becomes increasingly violent and sophisticated, a new "Special Investigation Department" is established by the Metropolitan Police, headed by a former Foreign Ministry person, Junichiro Okitsu.
